President

As the President and Owner of CATE Services & Construction, and the CATE Company, Calvin is a proven leader with 20+ years of cross-industry experience driving impactful initiatives and programs across multiple channels while increasing revenue. Calvin is skilled in delivering insightful presentations and strengthening relationships with business partners, peers, and senior leadership.

Kevin Frazier

Operations Director

Kevin brings 18 years of hands-on field leadership experience in General Contracting, having managed some of the largest, most recognizable buildings in North Carolina. From complex timelines to the intricate details, Kevin navigates every aspect of construction with finesse, ensuring quality and efficiency at every turn. Under his leadership, your project is in capable hands, poised for success from start to finish.

CATE Services is providing Construction Management (CM-at-Risk) services for Bluford Hall, the transformative project in response to the institution's expanding enrollment. Named after Ferdinand D. Bluford, NC A&T’s third president who led the university for three decades, the hall embodies the school’s dedication to creating modern, comfortable accommodations for students. Set at the busy corner of Bluford and Nocho Streets, Bluford Hall’s five-story structure will offer easy access to nearby academic buildings, dining areas, and the F.D. Bluford Library. Bluford Hall will provide 405 beds, organized into two and four-bedroom suites along with traditional double rooms, and even feature two staff apartments. Each floor will include a kitchen, and students will have amenities like a gaming room, multipurpose room, and private courtyard, with on-site laundry and ground-floor retail options.

The university officially broke ground on Bluford Hall in February 2024, marking its first new dormitory in almost twenty years. With construction progressing smoothly, the hall is on track to open by spring 2026, just in time to support NC A&T’s growing student body of over 13,800, including around 6,000 who reside on campus. This addition will help alleviate housing shortages while elevating the student experience by offering state-of-the-art amenities and a vibrant campus environment.
